msconfig not found

Comment:
When I go to start, Run, and type in msconfig, I get this error:
Cannot find the file 'msconfig' ( or one of its components). Make sure the path and filename are correct and that all required libraries are available.
How can I restore the msconfig feature? I want to change what programs load on startup.
