I am just wondering what the equivalent of msconfig is in windows 2000... i need to disable some start up programs

If you want an equivalent, search for and download StartupCop. You can also go here
http://www.3dspotlight.com/tweaks/win2k_services/index.shtml
to tweak your services that come on at boot.

You can also try Startup Manager..a freeware
