I recently did a fresh reinstall of Windows 2000 Pro. I then installed Office 97, with the MS Photo Editor. The problem is, it won't open JPEG or GIF images. When I go to open a file, it doesn't even show those formats in the file type list, and they don't show up when "All Images" is selected as the file type. I checked in the Office setup, and all the needed image filters have been installed, and Word or other Office programs can insert JPEG/GIF images without any problems. I tried reinstalling the Photo Editor and then Office, but nothing will make it work! It refuses to open those images, even though it set itself as the default program for opening them. Other programs will open the images fine.
Also, this was a fresh reinstall of Win 2000 Pro into a new folder, not the one from the previous install.

You need to make a Registry Change.
Login with Admin rights, open regedt32 and go to the following key:
HEKY_LOCAL_MACHINE\Software\Microsoft\Shared tools
Click on Security, Permissions, Click Users, and select Full Control.
Click Ok and Exit the registry editor.
That's it.
