I would like to monitor my LAN users bandwidth and URL usage and time. What is the best program for this?

SolarWinds is pretty good at monitoring bandwidth. But a firewall or some type of web filtering device hardware or software will do the trick. Try Iprism out. That device can tell you the url visited.
