When scrolling a list the bottom of my screen creeps up I can resize then good for awhile

Your running your resolution higher than your graphics card supports. Try bringing it down one notch.

Or it could be the monitor. Some monitors will try to auto adjust using signals passed from your graphics card. Try going into your monitor settings and turning off the OSD controls.
