Modom Problem - SM56

I am trying to install Motorola SM56 Modem on a Windows 2000 Professional Operating system. Now when start my computer I get the following message:

Cannot register with SM56 driver. Press OK to exit.

I have installed the latest driver for this modem and still it gives me this message.

I tried removing this modem from the control panel but when I click on the Remove button in the Add/ Remove Hardware Wizard window it reboots my computer. I have a dual operating system installed on my computer. It is running Windows ME and Windows 2000. The same modem in Windows ME work perfectly but never in Windows 2000. Any suggestion will be helpful.
