On your DC (if it's a 2000 server) go into the Domain Security Policy and in:
Windows Settings >> Security Settings >> Local Policies >> Security Options
you can edit the "Message text for users attempting to log on" field and put your message there. Enable it and everyone should get it when logging on to the domain.
If this is a standalone 2000 Pro machine, just look around in the Local Security Policy for the same setting.
