I keep getting a message flashed up on the screen saying that I am pwermanently sending out my IP address. It tells me to go to the following site - but it is always busy! Is this a hoax?

Eeeww Get rid of it. It is either a popup if you are using IE but more likely its through a NET SEND message, Disable Messenger Service in Services if it is this.

it's pop up spam using the msgr service, disable the service as above,
AND, install a firewall, (ZoneAlarm is a free one), if pop up spam is getting thu to you, so is tons of stuff you don't know about, virus, trojans, etc, etc.
