Mandatory Profiles and XP

Hi everyone. I work in an elementary school and we're having a bit of a problem. Our mandatory profiles work to a certain point. I have XP users authenticating through 2000 Server which is the domain controller. When the user downloads the mandatory profile, everything works but the theme. I keep getting some weird boring theme rather than the one I wanted. I've attempted multiple times to fix this problem. Any suggestions?
