Mandatory profile using ntuser.man?

Hi everyone, I need help locking down a windows 2000 pro. On our network we do not have a domain controler or any type of server for that matter. I would like to lock down the desktop of this station and so far I tried going into user profile and changing the ntuser.dat to ntuser.man . Problem I am having is when I log back into the user the changes that I made are not kept, another words if I download a file to the desktop, it will still be there when i logout and log back in as the user. Did I do something wrong? System is running fat32, not ntfs. I thought I would throw that bit of info there. Have I overlooked at something? any input I would greatly appriciate it...
