Low uncached speed

My HD (IBM deskstar 46,1 GB) has about 3 MB/s in uncached speed. My new IBM desktar 60 GB has over 6 MB/s in uncached speed. I bott from the first one. I have win2k on it.
According to www.pcpitstop.com the first drive has about 70% of the normal speed for this system and the second has about 150% of the normal. Anybody has any ideas?
Both drives are ATA-100 and 7200 rmp and they are both on primary as master and slave. the bigger on slave.
