Loss of Recent Files Display in Apps

I bought a new PC with Windows 2000 installed. I loaded Office XP, Paintshop Pro 7, and a few other apps.
I find that there is no 'Recent Files' display in the Files menu, or 'History' in the 'Open' dialog boxes in Office. The Options dialog has the option greyed out.
In PSP7 Files Menu the 'Recent Files' display is greyed out, even though I can access it in the 'Preferences.'
Most of my other apps are similar.
How can I reactivate the Recent Files/History????
