Login Warning Message

I have pushed out a pre-login warning using group policy in Windows 2000; however, the message is too large and is not fully displayed on the screen. Is there a way to customize the size of this pre-login message box, or is there a script or better method of a pre-login message prompt that I could use so that I can maximize the amount of characters or text on the screen at any given time?

Must be quite a huge message. We're running one with 2,095 characters (including spaces) and it displays fine.
How are you entering the message into the LegalNotice Key?

Mine is only like 1500 characters, but the message is not displayed within the viewable box (Windows XP users) and there is no scroll bar. I use the Group Policy setting
> Computer Configuration > Windows Settings > Security Settings > Security Options > Message text for users attempting to log on >
Then I enter the text. Once again, it allows all text to go in; however, when the user sees this message after ctrl alt del, you cannot view the entire message and there are no scrollbars.
