Locked out of wallpaper settings

I can't set my wallpaper. When I go into the settings, everything is grayed out and my wallpaper is blank. I realize that if this is the worse of my problems then I'm ok but I would still like to know how to get around this. Thanks.
Can I load Win 2000 Server over Win 2000 Pro and make 2000 Pro go away?

On you on a Domain? Perhaps there's a GPO that's preventing you from changing system settings. If that's the case, you'll need to check with your Domain Admin.
