Lock Desktop Icons in place

I have read the previous posts on this topic and they don't really give concrete solutions for this problem. Is there any way to lock Icons into place on the desktop where I want to place them without using Auto Arrange turned on? I tried "Lock Desktop Icons" from right clicking desktop and selecting Active Desktop and it doesn't work at all. Any assistance would be greatly appreciated.

I'm not quite sure of what exactly you are asking for. You want the desktop icons place where you want them? Simple right click on the desktop and select arrange icons. Make sure that the "Auto arrange" is not marked. Then you can move the icons to any part of the screen, and if you want to align them, just do so (right click, "line up icons"). Doing so, your icons won't move unless you specifically do so, not even when you reboot.

I'm actually asking if it's possible to set the icons where I want on the Desktop and then where I have them exactly where I want them, to lock them in that exact position. So, when I set them, if I click to open them or even try to move them, they will not move from their exact location on the desktop.
