Keeps restarting after blue screen

Started up today and it got as far as blue screen, "windows is starting", and "loading your network settings". then poof, back to restart again. changed from UPS to regular wall plug and still the same thing. I can go into setup and I checked the power settings and the cpu and chasis fan are going ok and the temp is in range. Had a similar prob with another older pc last yr and needed to change out the power supply. Any ideas please??? I have repeated this several times before posting this. Thanks so much for any help

thanks for the input. I decided to pull the pwr sup and take it to the little computer store by me and sure enough it was bad. Still had a little power but varying the voltage. I got a new one for 25 and everything just fine now. thanks again.
