Keep a user from closing processes?

My company is currently deploying Windows 2000 Professional into our remote stores, and we use a PCAnywhere-style program called VNC (Virtual Network Computing) to view their screens for administrative purposes. I've been able to prevent certain users from removing the program from the \HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run\ key, where it resides as a service. But I'd like to know how to prevent them from ending or closing the process after it starts. I've noticed that some processes cannot be closed ("svchost.exe" for example), they give the response Access is Denied, can I implement this control on VNC?
