I use a program called Automate 4.0. Free one month trial evaluation, if you like it you can register online. I'm not sure where I dloaded it, but I'm sure it is on the bigger software sites (superfiles.com)

you can configure Internet Explorer to dial up automatically and put the internet explorer in the task scheduler that is it
when internet explorer starts it automatically dials.
How to configure Internet explorer automatically dial?
go to tools--> internet options --> connection tab and add your Dial up connection there and choose "dial up whenever connection not present"
start Iexplorer but it won't automatically dial, then choose save password and dial
next time it will happen witihout your intervention
