I am unable to access Internet Options under the Tools menu in Internet Explorer. I have run Hijack This and removed the Control Panel setting under HKCU\Software\Policies. I had Spybot but have since uninstalled it. I've run ad-aware but nothing came up. Any ideas?

How about doing a repair of IE.
Go into Control Panel and add/remove Programs.
Choose to remove IE.
You should get an option to repair.
Choose repair.
