Installing Citrix MetaFrame 1.8

When I try to install Citrix MetaFrame 1.8 on my Windows 2000 Terminal Server I get the following message:
"MetaFrame is designed to work on Windows Terminal Server 4.x. This is not a Windows Terminal Server 4.x system. Setup will now exit."
I have configured the server to be a Windows Terminal Server in Application mode. I have all used the 'change user /install' command to switch to install mode. Any suggestions?
