IE won't start

I can't get IE to start...when double-clicked the hourglass appears for a couple of seconds and then disappears. I can connect to the ISP and I can connect to OE.
I have latest versions of CWShredder/Spybot/Adaware - lots of spyware removed. I have run them in regular and safe mode.
NAV detected Backdoor.IRC.cloner - I followed instructions to remove. I don't know if its the problem or something else.
Intermittently, when I right-click on Start button, an error box says something about Internet not being available. In log is a reference to explorer.exe...I can't find anything on this. Problem?
I ran IE repair, upgraded to IE v6 but rolled back to previous when that didn't work.
