IE temp file won't delete

I have a temp file left from IE from a reputable web page that will not delete. The file name is huge (I didn't count how many characters, but it looks to be near 100). It cannot be deleted while in windoze or from a dos prompt. It says it's like 125K in size but I cannot right click it to look at the properties. Windows just dings at me. When I try to delete it says file or directory not found. Yet it remains when the folder is refreshed. I cannot change the file attributes in a dos prompt either. Nor can I move or rename the file. Any ideas why it is causing problems and how to get rid of it? Thanks.

What's the name of the file and where is it located? Also, there is no DOS in XP. You may have to boot to Safe Mode and see if you can delete it from there.
