IE doesn't remember settings!

Hello,
I have an administrative account and a user account. I set the security settings of IE using my administrative account and then logged in to the user account. To my surprise the settings rolled back to default. When I tried to set the same settings using the user account, they could not be saved. I set Modify permissions to Internet Explorer folder in Program Files for Users group which didn't help. How can I solve the problem so the settings of administrative account will be applicable for all user accounts or how can I save the settings in the user accout for IE?
Any help will be appreciated.

Temporarily add the user account to the Local Admin Group. Make the changes under that account and then remove the account from the Admin Group.

I had same problems. I have uninstalled ie and have installed again
