IE doesn't remember settings!

Hello, I have an administrative account and a user account. I set the security settings of IE using my administrative account and then logged in to the user account. To my surprise the settings rolled back to default. When I tried to set the same settings using the user account, they could not be saved. I set Modify permissions to Internet Explorer folder in Program Files for Users group which didn't help. How can I solve the problem so the settings of administrative account will be applicable for all user accounts or how can I save the settings in the user accout for IE? Any help will be appreciated.
