All my icons are in a lower resolution than my screen res. I got an error in explorer.exe one day and it just changed them including icon inside folders etc. I deleted the ShellIconCache file and rebooted and nothing fixes the issue. Any thoughts

Try going to the desktop properties (right-click on your desktop and selectr Properties), then to the Appearance tab (if I translate it correctly, I use the spanish version :) and select a scheme, for example the Windows´ default scheme. You may later modify your colors at will, but generally this fixes the problem.
