I think it is about a worm that cause scvhost.exe error when surfing the net,copy paste problems and draging files problems.
You first need to find Service Pack 4 from the microsoft.com for WIN2000. Then you just click the file B823980 and restart windows after installation. It is automatically ask to restart by the way.

The exe is used to detect the computers on the lan , which is not protected against blaster worm with latest OS patch.
