How to set up a FTP server using IIS?

I have installed the IIS on my windows 2000 machine and planning to set up a FTP server. I made a default web share on one of my folder. However, when I go to the computer management and start the default FTP site, it will say : Address Already In Use.
I need some detailed help on how to set this up so that I can upload files from my school computer without using any third party software but only the web browser.
How is your pc connected to the Internet? Does it have a static (permanent connection) or dynamic IP address (dial-up). Go into the Internet Services Manager and check in the FTP server properties what IP Address is assigned. Set it to "All unassigned" & see if that works.
