How can I set the proxy settings on a standalone 2000 machine so that anyone who logs in gets the same settings and can not change them. I have followed the instructions here, but it only effects the current user and it can be changed.

terrible instructions, those.
Use a local policy.
Start
Run
Type in gpedit.msc, click OK
Browse to:
Computer Configuration
-Administrative Templates
-Windows Componants
-Internet ExplorerSet "Make settings Per Machine (Rather than Per User)" to ENABLE
Browse to:
User COnfiguration
-Windows Settings
-Internet Explorer Maintenance
-ConnectionSet "Proxy Settings"
If you wish, you can also back up to URL's and configure a uniform default home page, ect.X out when finished, click YES to save. You should be all set now.
HTH
