How to prevent users from download

Hi, Could any one please tell me how to prevent users in my domain from downloading from the internet and also prevent them if they can download from installing them? While they are restricted users in the domain using windows 2000 pro and I'm using windows 2000 server....... Any thing can help me??(can you tell me in detail?) Thank you.......

hmm, vnc for example, to be able to control someones pc when he dl something.
or buy a firewall and close the ports used to dl with kazaa and such programms.
but i dont think you can just prevent them from dl.

Preventing from downloading is hard but you can apply policies so that they can not install stuff.

IE allows you to prevent downloads.Tools/Internet Options/ Security /Custom/ click appropriate button. Then in GPO you can disable Internet Options in User Config/Administrative templates/Internet explorer.
Goto www.winguides.com and type Internet Explorer Control Panel Restrictions in their Search Bar, and look for the answers you need. Also, while there, type the numbers 1803 and there will be one other important page to view. Good luck :)

Summary: Is there a way to prevent users from saving certain files like all executables ? The only possibility I have found would be a program called Filescreen 2000, but with $795 it is too expensive for me....
