hi
I have a listening tcp port open on 1099 (this is rmiregistry for java)
I closed the window from where i started it , so even in the task manager there is no process which is shown running .. but the port is still in use by the rmiregistry....when i do netstat i can see it running
so is there any command which i can use to stop / kill this

Try this,

start, programs, administrative tools, services.

See if you can kill it there.

I find this little free program called 'Active Ports' available here;

It enables you to close any open or all listening ports.
