How to Even Out Audio?

In a piece of audio such as a song, all the volume comes out of the speakers on the left side which messes it up. If I want to even that amount of audio so that the same and even amount comes out of each speaker, how do I do it with Nero Wave Editor? When I opened up wave editor, I realized that the wavy lines were all on the bottom half and that the top half (or right speaker) had none of those wavy lines but had the continuous straight line which proves that all the audio is coming out from one speaker FOR THIS PIECE OF AUDIO ONLY. Any suggestions?

i am guessing that "a piece of audio" is sound file like mp3 or wav.

if so...
get a program such a sound forge, you and incress the volume for the weaker channel

if i am not understanding this correctly, please let me know
