Disabling IE might not accomplish what you want, you could always install some other browser like Netscape and browse. What you want to do is cut off the interet access to that computer.

If you are talking about a second user with separate ID the only real way to do this is through group policy .. BUT when this was implemented at our work alls we had to do was to goto IE properties and put in the admnistrator ID and away we went ; no password required! YIPEE. File ... work offline will disable it but obviously can be reversed by unticking it.

Hay you can set group policy so user can not user internet explorer. go to run and type MMC. top left site you will se console click there, click add/remove snap-in... add GROUP POLICY. after install group policy left site click local computer policy-->user configuration--> administratve templetes-->windows component-->internet explorer. now right site you will see list of policy you can set what ever u want.
