I have a PC with Windows 98 (IP address: 192.168.3.1) connected to my SERVER (IP address: 192.168.3.2)
In My W2kSVR I have created a Web Server named “MY WEBSITE” assigned it with the IP address of my Server (192.168.3.2) and I have created a HOME DIRECTORY named “MY WEB CONTENT”.
I configured the HOSTS file of WIN98 and W2KSVR like “192.168.3.2 www.jmwebsite.net”
When I run www.jmwebsite.net on windows 98, the website worked well.Explain me step by step how to configure my DNS SERVER without using the HOSTS file to make the website worked.

Step 1 - get rid of the hosts file - very inefficient if you have a DNS server on the network.
First of for DNS you need a domain name to host such as "mydomain.com" or "cisco.com". In the DNS snap in create a new zone (forward lookup) for (example) "mydomain.com" . Then add a host (such as "www") to that domain (an A resource record) with the IP address of the web server. So now, when you query (or IE queries) the DNS server for www.mydomain.com, you'll get presented with the IP address that you've configured in the DNS snap-in.
By the way, to first DNS zone you create should be primary.
The above will not work though if you do not configure your client machine. Go to the TCP/IP properties of the network adaptor (on the client) and give the DNS servers IP address in the DNS server box.
