How to Block IP

Dear All,
I am wondering if anyone can teach me how to block an IP address from accessing my comp. I use ZoneAlarm and keep getting my port scanned every few seconds by 65.31.248.247. I am sure it is not from my ISP in fact I trace it to new.rr.com.
I would greatly appreciate any tips or help on this matter.

Call your ISP and report the port scanning and address the scan's are originating from. It's their job to deal with this.

I forgot to add that if you're running zonealarm, you needn't worry...it's blocking whoever's doing it from accessing your system.

new.rr.com is Time Warner, so I guess you have Road Runner internet service?
I have Road Runner and also see a ping from them every few seconds. I have a Linksys router in between the cable modem and my pc, so Zone Alarm never sees this.

Thanks CurtR and Mike. I don't have Road Runner internet service. As a matter of fact, I live in Australia :) Anyway, I have reported this matter to new.rr.com as well as my ISP. Thanks again for your advice.
