How can users group make shares?

Hi, How can I make the users in my domain be able to share files and folders,..... Because they are in users group the sharing tab is not show up when they try to share a folder? How can I as administrator allow them to make shares.........I must keep them in users group as restricted users. Thank you..... ali,

create a folder on the server for them. map it as a drive. like a shared drive or log in admin on 1 PC, create a folder on that PC and share it and give the users permissions. (w2k is limited to 10 user only on a PC share)
Summary: I got a problem with IIS and Win2000. I can start it manually, but only as a administrator. How can I start IIS right after login automatically or set permissions for other users? Thanks in advance!...
