You need to be a little more specific. Do you want to prevent another computer (with the offending IP) from accessing your machine? Is this a static IP? How have you determined this IP address. Why do you want to ban it?

Try reading about IP Security Policy. You can find it in microsoft management console. this will do everything you desire combine this with a good firewall like zone alarm and you'll never get hacked.
