Does anyone know how to use the NET USE command to map a shared drive outside the network via its IP?

NET USE is a utility for a network resource

You have to have permissions to the share to be able to access it, and also permissions to the contents (Normally controlled through NTFS file system)

I'm not sure why you would want to connect to a share on an IP address, rahter than its host name, as the DNS will resolve the name to the IP

When you say outside the network, do you mean on a different Domain or subnet ?

If so as long as the Router or Trust Relationship is setup, no issues should exist with mapping in the usual way

However an IP address instead of a host name is a valid expression

Use NET USE /? for the appropriate syntax
