HD Fails Confidence Test, What now?

I get a boot up error: "I/O Error, status=00001000,missing or corrupt ntoskrnl.exe". Looking on the MS-KB and history on this site - it looked like I could fix by copying a clean version of this file over. But I cannot copy onto the right directory - I just get a Abort/Rety/Fail message. I can't even do a directory listing on that directory, but I can do a directory listing on all other directories.
I ran a dell diagnostic test and the IDE Disk 0 failed the confidence test - "Block 19726 uncorrectable data error".
It seems to me that I have a HD error - do you agree? What is best course of action now - use Norton to repair?
This is all new territory to me - so all advice most welcome. Cheers,

If you can boot to Safe Mode, run a CHKDSK /F (if I remember correctly) to attempt to repair the bad sector.
