Hardware Profile Button Error,

I have a laptop with two hardware profiles on it. One profile with modem and the other with network for Security reasons. The problem is this, when I go to the system properties, Hardware tab and click on the Hardware Profiles button it gives me the following error, " An error occurred while Windows was working with the Control Panel file c:\WINNT\System32\SYSDM.CPL". The system seems to be stuck on the network profile and doesn't prompt me during boot up for the other profile. All other functions work in control panel. Here's what I have done so far to try to fix the problem. Run 2000 repair disk, Installed lastest service pack, Copied all *.cpl from another working 2000 machine, Copied shell.dll from another working 2000 machine, Banged my head against the desk! When I go into the registry, there is only one hardware profile showing. I could enter another key, but that still won't fix the control panel problem. Any help would be great. disable the profiles. boot from last good config and enable profiles again
