Hard drive works in win 98 but not win2k

Hopefully someone here can help me, I have a fujistu 6.4gb hard drive that will not format under win 2k prof, but works great under win98, ive noticed that if win98 fails to shutdown i have to bypass the dos version scandisk as it wont fix the error in the drive however the scandisk 32 in windows repairs the freespace error and the drive will function fine again under 98. win2k says its got a healthy partion but when it formats at like 99% it simply says cannot complete format. any help greatly appreciated

this is a guess but it might help, there are two different Fat tables on the hard drive if they get out of sync, w2k will see one and 98 will see the other
Try doing a low level format using an oem utility

I've had it happen to me where I had files on a partition for w2k, formatted it in 98 put it back in a w2k machine and all the info was still there
