I have 2 hard drives. The one that does NOT have Windows on it is not being read UNLESS I'm in Safe Mode. Why is this?

Sounds like a BIOS issue. Check the BIOS boot order type and make sure it is set to the types of hard drives you have. If it a SATA and PATA, make sure the BIOS are current enough and that it is running in enhanced mode.
