Hard drive not at full capacity

I've installed a 2nd 30GB hard drive onto my computer and only 8GB is being recognized. When I first installed it and Windows booted up, I got a message saying I needed to format it. Ok, so I did, but I then saw I only have 8GB available. I'm lost as what is going on and what to do to make it recognize the full capacity. Can you help a guy out? Thanks in advance.
The computer is only a year old and I'm running Windows 2000.

Since the computer is only a year old it should be able to see the full size of a hard drive up to 120gig capacity.
Was this a used hard drive, or a brand new one? If it was a used hard drive the only partition created may have been an 8gig partition. That would account for this.
I suggest you open the Windows 2000 Disk management utility and see what it is showing in relation to the size of the hard drive, partitions created and free space with no partitions yet created in that free space.

I'm borrowing it from a friend, so it is used. I asked him about this problem and he never remembered partitioning the drive to 8gb.
The HDD is shown in disk management as an 8gb hard drive as well.
As Hwood said, your system is only a year old so the 8 gig limit of older BIOS's shouldn't come into play. However, how old is you friends system? If he has an older system, that may be where the limit was set.

Are you sure that it's 30 GB hard disk? Ask your friend if he has seen 30 GB as total capacity.
Try to go in to BIOS and check the size there.
As kurt suggested, the size limitation should not come in picture.
