Try a different jumper setting on the drive.
You are saying that the drive the gets the error works when you put a secondary drive in right?

Set the jumpers to "CABLE SELECT"; it usually shows you how to do this on the HD case. Examine the HD connector pins closely and make sure none are bent or broken (broken = "buy a new hard drive"). Create a boot disk and install the system files from the boot disk to the new hard drive. You may have to reformat and repartition the failed hard drive; if that doesn't work the drive is probably bad.

Maxtor drives come with a setup disk: did you run the drive setup routine (aka, partion and format the new hard drive)?

I received the same message as you did "primary master hard disk fail" and tried doing the same thing that you did. I put a new drive in there and the same thing happened. Try going into the BIOS and changing the Primary master from whatever it is listed, to Auto. I did this and put the computer back to exactly the way it was, with the old hard drive and it worked fine.
