Hangs On Load Fresh Install

Formatted and installed Windows 2000 Professional. Made it through all of setup, but on final report sits at Starting Windows 2000 screen. It does this with any of the provided methods of boot up. System was originally Windows 98. Looking for suggestions to move forward in Windows 2000 or move back to Windows 98.

Additional Information. Created Windows 2000 boot disk. Attempted to boot on. Get Disk I/O error. Created a second set. Still recieving same message.

Virus checker enabled in the bios? (disable it if so).
Try removing any expansion cards (sound, network, modem etc) that you don't actually need for machine to work & see if boots then. If it does, connect them back one at a time.
Could be any bit of hardware (eg RAM) problem. I know 98 is not a stable system - but how did this machine run under 98? (if freqent registry errors, freezes or unexpected reboots, hardware problem likely).
