I have enforced a group policy disallowing users to access the display control panel, primarily because I do not want users changing the desktop wallpaper. How do I allow users to change their screen resolution (Win2000 clients logging into Win2000 domain controller) without having the ability to change their wallpaper?

In your group policies under user config - administrative templates - controll panel - display enable every feature except "hide settings tab"
Under user config - administrative templates - desktop - active desktop. Enable "enable the active desktop" and under "active desktop wallpaper" you can define witch wallpaper you want to use. (try using DFS for this feature)
