hello guys i wanna go back to windows 98 but i can't format the drive. when i go to dos mode, it can't access the drive C: help me pls thanks!

Sounds to me like you formatted the Win2K install with NTFS. That would explain why you can't "see" the C:. I keep hearing stories that there is a 3rd party utility that will convert an NTFS partition back to FAT32...try a Google search and see what you can find. Once back to FAT32 you'll be able to "see" your partitions again. Good luck.

I dont know whos hard drive you are using but I had to reforemat and NTFS drive so I used the manufacturers disk and did a low level format that took care of the problem I would check the web site most have a download program to do that

If you don't mind losing everything and starting over, your best bet would be to download a Win98 boot disk, burn it onto a floppy, boot up with it and type FDISK and hit enter.
From there, follow the menu options to first delete teh existing partitions, then create a new partition and make it active. Reboot with the floppy, format teh hard drive, and reinstall windows.
Quick Tip: When you open Fdisk, be sure you hit (Y) when promted to enable large disk support.

You cannot change from NTFS to any version of fat. The only way to make your computer work with windows 98 is to get a version of fdisk and delete the NTFS partition. After you delete it, you can reformat and reinstall windows 98

You cannot format the c: drive/partition (or any partition containing system/boot-files) from within an installed OS; it's done via boot-disk boot.
Presumably this is a single partition system only...
Use '98 boot-disk; run Fdisk, remove/delete the partition; reconfigure drive for '98. Suggest yoi configure drive with both Primary (OS/apps/utils) and Extended (data...); then in the future you can reformat/re-install to the Primary and data is secure in Extended.
If W2K = ntfs then it shows up under Fdisk as non-DOS.

Remember that Fdisk removes 'all' data/files from the drive/partition; so backup/save elsewhere anything you want to save...
An alternative that may appeal?
If W2K = fat32, then you 'could' install '98 alongside W2K and delete W2K (winnt) folder from within '98 (via Explorer); also the W2Kpage-file.sys. '98 setup will disable the W2K boot-loader/mbr etc. and allow a boot to '98 only. Data would/should be safe. The W2K boot/start-up files could be ignored as they take so little space, or deleted - your choice... but you would delete the winnt folder.
You 'will' have to install all apps/utils afresh for '98.
Once 'happy' that all is well with '98, empty recycle-bin (to remove winnt folder etc.); defrag drive to tidy up the scene.
Job done.

Partition Magic 7.0 and 8.0 can convert from NTFS to FAT32. Never tried this, no idea how reliable it is either but it can be done.

System Commander is the other utils that is said to convert ntfs to fat32. Like others I haven't tried it so can't comment further.
