Hello there,
I have a windows domain with a single DC, I added a new domain controller, transfer the role RID, PDC and Infrastructure to this newly added DC, I then removed the first DC, now the problem is whenever I create a user, it says global catalog server is not available
Kindly help how to promote the new DC as Global Catalog Server

That was a major mistake. Not only should you have a minimum of two DC's as recommended by Microsoft but there are FIVE FSMO roles and you only transferred three of them.

Before you make any other changes consider spending some time curled with with a good server book.

Give a person a fish, they eat for a day. Suggest they internet search and they learn a skill for a lifetime.
