i have set up a ftp server on our windows 2000 server. i would like to secure the ftp connection by using ssl or ssh, but this is where i got stuck. can someone advise how to get ftp server setup so that it secured using ssl or ssh?

ssh is a different type of connection. It's generally used as a telnet replacement.
Search google for sftp. I think that's what you want.
