ftp data connection

I just set up a ftp site. When I try to connect the site using CUTE ftp, it alway comes up the error message "Connecting data socket...
ERROR:> Failed to establish data socket
425 Can't open data connection.
ERROR:> File error"

What is wrong with it?
Any advices would be very much appreciated!

Standart FTP port is 21, if you set-up another, pasive mode will work only with one firewall in the way. If there are two, on host site and on your provider site - it will not work anyway :o(
