Formatting an external hard drive

OS: Windows 2000 SP4
CPU/Ram: 1.5ghz/256DDR

I cannot figure out why windows won't let me format my Western Digital external hard drive. I open "My Computer," click on the HD icon and click "format." I try to use FAT32 and the formatting seems to go ok, but when it's done I get an error message saying, "Could not format the disk in drive E." If anyone knows how to do this successfully, please write a response

Make sure you have system restore turned off for that drive.

Windows automatically enables system restore for all HDs.
