FORCING REPLICATION BETWEEN SITES

I have just brought up a Windows 2000 Domain with 2 domain controllers, each in a different site. I have created both sites in active Directory and a proper site link. The replication protocol is RPC over an IP link. Replication seems to occuring fine but I am unable to force replication. When I try I get the message "One or more of these Active Directory Connections are between domain controllers in different sites and cannot be replicated immediately. Active Directory will replicate these connections at the next opportunity." Anyone know why? Am i supposed to be able to force replication between sites? I do not have the replication set on schedules either.
The message you are seeing is expected behavior. Between site replication is queued and will happen at the next opportunity as the message says. There is most likely nothing wrong with your setup, at least in regard to this message. If you have two DCs in the same site you'll notice it wil replicate immediately. I think you'll see that even though it says it will happen at the next opportunity, it still happens pretty quickly - usually within a few minutes or less.
